TunerStudio Plugin API

There is a good bit of functionality in this plugin API,
you can see what is available in the JavaDoc.
However there are several missing pieces. TunerStudio
does not currently have an instantiated instance of the plugin server. Please let me know if you want to use
the API and I will make sure it is functional in a release.
